It may well be, as Sir F. Lindley's

despatch leads one to suppose, that Japan rather

skilfully made use of the Saga to visit Hong Kong

immediately after the riots and in this way

!

appeasedsuch public clamour as there was in Japan,

while proclaiming in Hong Kong through the Consul

that the visit was of a purely routine character.

But for Sir F. Lindsey's comment, it is very

doubtful if we or the Hong Kong Government would

have become aware of the construction which

was placed on the visitin

it in Japan.
